New Ministers Introduce to Afghan Parliament for Vote




Afghan Minister in Parliamentary Affairs, Homayoun Azizi on Wednesday said that some changes have been brought in the Afghan cabinet.
Mr Azizi said that the list of ministers has been sent to Afghan parliament to win vote of confidence.
It comes after some MPs criticised the government for not introducing the remaining cabinet and Supreme Court members to win vote of confidence.
Several ministries including Ministry of Public Health, Ministry of Transport and Aviation, Ministry of Higher Education, Ministry of Water and Energy, Ministry of Women's Affairs, Ministry of Communication and Technology and Ministry of Urban Development are still being managed by acting ministers since nearly two years.
The Afghan Parliament has said that MPs have decided not to approve next year's budget unless the government introduces the remaining ministers and members of the High Court and Attorney General.
Some of the MPs believe that even if the budget is approved, some ministers within Afghan cabinet are not competent enough to spend it properly.
The Afghan Civil Society Forum also criticised this week and said that the government may not introduce the remaining cabinet members even by the end of the announced deadline.
Head of the Afghan Civil Society Forum, Azizullah Rafie, said that despite several promises by the government, the remaining cabinet members have not been introduced to the Afghan Parliament to win vote of confidence.

1- Obaidullah Obaid, Minister of Higher Education.
2- Engineer Najibullah Aazhang, Minister of Public Works.
3- Dr Hassan Abdulhai, Minister of Urban Development.
4- Wais Barmak, Minister of Rural Development.
5- Suraya Dalil, Minister of Public Health.
6- Mohammad Ismail Khan, Minister of Energy and Water.
7- Husn Banu Ghazanfar, Minister of Women Affairs.
8- Amirzai Sangin, Minister of Communication and Technology.
9- Daoud Ali Najafi, Minister of Transport and Aviation.

Afghanistan to Take Over Full Airspace Management by 2014




Afghanistan Ministry of Transport and Aviation said on Thursday that the government will take over all Afghan airspace management responsibilities by the year 2014.
Currently 50 percent of the Afghan air space responsibilities are with foreign troops and Afghans are gradually taking over, the Ministry said.
Security towers, radars and monitoring of the Afghan airspace is done jointly by Afghan and foreign forces, according to officials.
The United States, Germany and Turkey are among the countries supporting Afghan Ministry of Transport and Aviation with capacity building.
"In the past we had less control over our airspace, but fortunately we have 50 percent of the responsibility now," a spokesman for the Afghan Ministry of Transport and Aviation, Nangyalai Qalatwal, said.
The Ministry is optimistic about the future as many Afghan youths graduate from the Institute of Aviation every year.
It says government income will increase as Afghans take over more responsibilities.
It comes as the Minister of Transport and Aviation, Dawood Ali Najafi, recently said that incomes of the Ministry of Aviation had increased by 30% percent compared to last year.
Mr Najafi said its income this year has reached approximately 90 million dollars.
The Ministry also said it was planning to increase air transit taxes on foreign airliners using Afghan airspace.

Afghan Govt to Earn $163m from Ainak Copper Mine



Afghan Ministry of Mines says its income through the Ainak copper mine will increase to $163m this year as soon as the Metallurgical Corporation of China (MCC) pays $107m it owes to the Afghan government.
The Ministry of Mines said that the Chinese company has to pay the amount in about two months time by the end of the Afghan calendar year.
The Chinese company (MCC) has to pay another $560m to the Afghan government by 2014 before starting extraction of copper from the Ainak mine in Logar province.
The government has so far received $133m out of the $808m of advance payment, the Ministry said.
"We got 80 million dollars in 2008 and received an amount of $53m later, which means the Chinese company will have to pay 107 million more by the end of the year," Minister of Mines Waheedullah Sharhrani said.
Mr Shahrani said the preliminary steps of work at the Ainak copper mine have been successful and the Chinese company is satisfied with the cooperation provided by the Afghan government.
Based on the contract signed between the Afghan Ministry of Mines and the Chinese MCC company, the company has to pay $808m in advance in three installments.
Ainak copper mine is considered the biggest mines project in Afghanistan that has attracted a lot of foreign investment.
The Ministry of Mines had earlier said that around 2,900 samples have been taken from the Ainak mine and sent to Chinese laboratories.

US Donates $800m to Afghanistan

The United States Agency for International Development (USAID) has dedicated $800 million to Afghanistan. The US Ambassador to Afghanistan, Ryan Crocker, said that the money will be spent on agriculture, health, training sectors and reconstruction of Afghanistan. "We are signing several important documents today that enforce our long term commitment to the development of Afghanistan and its people," Mr Crocker said. "The documents that we are signing represent more than 8 hundred million dollars of US government funding for the Afghanistan Reconstruction Trust Fund in the health, economic growth, agriculture, infrastructure, education, general projects and stabilization sectors," Crocker added. Meanwhile, the Afghan ministry of Finance said that USAID will donate more than $1b which will be spent by the government of Afghanistan. USAID will increase it's aid from 5 percent to 35 percent through Afghanistan's Reconstruction Trust Fund. "According to the agreement, they will spend money through the government budget," Afghan minister of Finance, Omer Zakhilwal said. "The donations will flow through the Afghanistan Reconstruction Trust Fund." On the other hand, the Afghan Minister of Rural Rehabilitation and Development Jarullah Mansoori said that the US government has donated $540m for the National Solidarity programme.
The United States of America has helped with the construction of two power plants over Helmand River. In the past ten years the country has donated more $30 billion dollars for different sectors in Afghanistan.
